Terms of Reference for the E-Learning Course on Social Business Development
Apply1. Introduction
The Austrian Red Cross (AutRC), in partnership with the French Red Cross (FRC) and Ukrainian Red Cross Society (URCS), is seeking a consultant to develop an interactive, self-paced e-learning course on social entrepreneurship and business development.
The assignment is part of the REDpreneur Ukraine - Consolidation and Institutionalisation Phase. The course will be hosted on the URCS learning platform and designed for future adaptation and use by other Red Cross and Red Crescent National Societies.
2. Background
The REDpreneur programme was developed by the Austrian Red Cross to strengthen entrepreneurship and business development capacities within the Red Cross and Red Crescent Movement and among local social entrepreneurs. It promotes market-based approaches to addressing social challenges while contributing to the financial sustainability of National Societies and their services.
In Ukraine, REDpreneur has been supporting URCS branches since 2023 in establishing social enterprises and income-generating activities. Through two programme cohorts, participating branches have received training, coaching and financial support to develop business models that generate income while contributing to the humanitarian mission of URCS.
The programme has also generated substantial training materials, practical tools, methodologies and experience in supporting branch-level entrepreneurship.
Building on the knowledge and experience gained through previous REDpreneur cohorts, the e-learning course will provide URCS branches with an accessible introduction to social entrepreneurship and income-generating activities. It will also support the long-term availability of REDpreneur knowledge within URCS.
3. Objectives
The overall objective is to develop an interactive, self-paced REDpreneur e-learning course that enables URCS staff and volunteers to understand the fundamentals of social entrepreneurship and take initial steps towards developing sustainable business activities.
The consultant will be expected to:
- Review and adapt existing REDpreneur training materials into a structured and accessible e-learning course.
- Develop engaging digital learning content, combining videos, reading materials, practical exercises and quizzes.
- Work closely with AutRC, FRC and URCS to ensure the course meets programme objectives and the learning needs of URCS branches.
- Ensure technical compatibility with the URCS learning platform and provide materials that can be maintained, updated and adapted for international use.
4. Target Audience and Learning Approach
The primary target audience consists of REDpreneur alumni, URCS staff and volunteers at local, regional and national levels who are interested in developing social enterprises or income-generating activities within their branches.
The course should be suitable for participants with different levels of business experience, including those with little or no previous exposure to entrepreneurship.
The learning approach should be:
- Self-paced. Participants can complete the course independently, without requiring live facilitation.
- Practical. Content is linked to realistic business situations, decisions and challenges relevant to Red Cross branches.
- Interactive. Participants actively engage with the content through videos, quizzes, exercises, reflection questions and practical business tools.
- Accessible. Explanations are clear, concise and appropriate for non-specialist audiences.
- Modular. Individual modules can be updated, adapted or reused independently.
- Transferable. Core content can be adapted to other Red Cross and Red Crescent contexts without requiring complete redevelopment.
The estimated learning duration is approximately 15 hours, including a maximum of 5 hours of video content. The final duration and structure will be agreed upon during the course design phase.
The course shall be developed in Ukrainian for its initial implementation within URCS. Materials should be structured and documented to facilitate future translation, localization, and contextual adaptation.
5. Scope of Work
5.1 Curriculum and Course Design
The consultant will review existing REDpreneur training materials and adapt them into an interactive, self-paced e-learning course of approximately fifteen hours, covering the following indicative modules:

5.2 Development of Interactive Learning Materials
Building primarily on existing REDpreneur content, the consultant will develop a Ukrainian-language course combining short educational videos, reading materials, practical exercises and quizzes. The content should be accessible to participants with limited business experience and include relevant examples from URCS.
5.3 Platform Integration and Handover
The consultant will be responsible for delivering a complete, fully functional and ready-to-use e-learning course, including all learning materials, interactive elements and assessments. The course must be integrated into the URCS learning platform, tested and ready for participants to access without requiring further development.
The consultant will coordinate closely with URCS on technical integration and testing. Final deliverables must also include editable source files and learning materials to enable future updates, translations and adaptation by other Red Cross and Red Crescent National Societies.
AutRC, FRC and URCS must have the necessary rights to use, adapt and share the materials for REDpreneur and Red Cross and Red Crescent learning activities.
6. Time frame
The consultant shall propose a realistic work plan covering curriculum review, course design, content production, partner review, platform integration, testing and handover.
The final implementation period and delivery deadline will be agreed during contracting.
