Final Evaluation of REDpreneur 2.0

The Austrian Red Cross invites qualified consultants to submit a proposal for the final evaluation of REDpreneur 2.0. The programme, funded by the Austrian Development Agency (ADA), runs from April 2023 to March 2026 and supports Red Cross Red Crescent National Societies, civil society organisations and SMEs in building entrepreneurial capacity for financially sustainable humanitarian and social services.

The evaluation will assess programme results and outcomes, capture learning from three global training cycles and the REDpreneur Community and provide recommendations for scale up, localisation and follow up programming beyond 2026.

Location

Home based, fully remote evaluation.

The programme is global and delivered largely online. Data collection will be remote and will cover all participants, with deeper thematic analysis in selected regions. Full scope, objectives, methodology expectations and deliverables are described in the Terms of Reference (ToR).

Required Expertise and Team Requirements

Consultants should demonstrate strong evaluation experience, solid research skills and domain knowledge in business development, social entrepreneurship or market-based approaches in development settings. Experience with livelihoods, NGO or business development, as well as inclusion, gender and diversity, is considered an asset. Intercultural sensitivity, strong communication and facilitation skills and excellent analytical and writing abilities are required.

Evaluation teams may consist of one to three members and must be gender diverse. All team members must participate in every phase of the evaluation and must be named in the proposal. Subcontracting separate interviewers or enumerators is not permitted. Full requirements are provided in the ToR.

Timeframe

A total of fifty working days is estimated for this assignment during the period from 8 December 2025 until 20 March 2026. The detailed workplan is included in the ToR.
